Minister's brother sued over Lokman death


Dhaka, Nov 3 — The brother of murdered Narsinghdi mayor Lokman Hossain has filed a case against the brother of the telecommunications minister and 13 others, 48 hours after the killing.

Sadar Police Station officer-in-charge Anwar Hossain told bdnews24.com that Lokman's younger brother Kamruzzaman had filed the case against 14 including telecom minister Rajiuddin Ahmed Raju's younger brother Salahuddin Ahmed Bachchu around 11pm on Thursday.

The accused in the case are Bachchu, the minister's assistant personal secretary Masudur Rahman Murad, district Awami League vice-president Abdul Matin Sarker, town Awami League president Mamtajuddin Bhuiyan, vice-president Miya Mohammad Manjur, Sadar BNP general secretary Nurul Islam, town Juba League general secretary Ashraf Hossain Sarker, Mobarak Hossain, Monwar Hossain, Hiron Miya, Tarek Ahmed, Kabir Sarker, Aziz Miya and 'Mamun'.

Municipal mayor Lokman Hossain was shot dead in the town on Tuesday night by unknown assailants.

Leaders of ruling Awami League's student front Bangladesh Chhatra League's local unit have alleged that the support of the minister and his brother was behind the murder.

Opposition BNP has also claimed that the murder was a result of factional clashes. BNP central leader Khairul Kabir Khokon was arrested hours after the death. BNP has reacted by saying it was an effort to cover up the truth.

Kamruzzaman told bdnews24.com: "Bachchu planned the murder of my brother at the circuit house."

He demanded immediate arrest of the accused.

Local BCL leaders said Lokman, who was also the town Awami League general secretary, got tangled in a conflict with telecom minister and Narsinghdi MP Rajiuddin Ahmed Raju after a BCL factional clash. Several BCL members were jailed in that incident.

They said Raju held Lokman responsible for a protest against him on Oct 22 where district BCL members brandished brooms.

3 killed in Munshiganj road crash


Munshiganj: Three members of a family were killed as a vehicle hit their motorbike at Nimtoli Chaltapara in Sirajdikhan upazila Friday morning.

The deceased could not be identified immediately but locals said they were the members of the same family.

Police said the Maowa bound motorbike was smashed being bit by a vehicle at 5 am, leaving a man, aged about 45, his wife, 30, and their 10 years old daughter dead on the spot.

Police recovered the bodies and sent those to hospital morgue for autopsy.

China mine disaster: Dozens trapped by 'rock burst'


Dozens of miners have been trapped in a coal mine in China after a "rock burst", officials say.

Four miners were killed and 57 are still missing after the accident, which happened late on Thursday in the city of Sanmenxia in Henan province.

State media reported that the rock burst - an explosion caused by the sudden release of built-up pressure - happened shortly after an earthquake.

Hundreds of Chinese miners die every year in pit accidents.

The industry is one of the most dangerous in the world, and is notorious for its lax safety standards.

Earlier this week a gas explosion at a mine in neighbouring Hunan province killed 29 people.

But officials insist the country's record is improving, and say they have taken action by closing many illegal mines.

A spokesman for the state-run Yima Coal Group, which runs the Sanmenxia mine, told the AFP news agency an "intense search" was going on for the missing miners.

Local safety officials said 75 miners had been working in the pit at the time of the explosion.

Some 14 had managed to escape, four had been confirmed killed and 57 others are missing.

Minister Raju's brother, 13 others accused


Salauddin Ahmed Bachchu, the younger brother of Posts and Telecommunications Minister Rajiuddin Ahmed Raju, and 13 others were implicated last night in the murder of Narsingdi mayor Lokman Hossain, after a long drama over filing a case.

Kamruzzaman, immediate younger brother of the slain mayor, named Bachchu as the main accused in the case filed with Narsingdi Model Police Station.

But he did not include the name of Khairul Kabir Khokon, president of BNP Narsingdi district unit, who was arrested from his residence near Khilgaon Matir Masjid in the capital Wednesday around 2:50am, hours after Lokman was shot to death.

According to the first information report (FIR), Bachchu and nine other accused hatched the murder plot.

The nine are Abdul Matin, a former municipality chairman and former vice-president of Narsingdi district Awami League; Mobarok Hossain Moba, a leader of Narsingdi city AL; Montaz Uddin Bhuiyan, president of Narsingdi city AL; Nurul Islam, Narsingdi city BNP general secretary who is now in Malaysia; Monowar Hossain Khan alias Moeen, a businessman; Hiron Mia, a Jatiya Party leader; Tareq Ahmed, a BNP leader and former VP of Narsingdi Government College students' union; Masudur Rahman Murad, assistant personal secretary of Rajiuddin Ahmed Raju and also an AL leader; and Kabir Sircar, a top criminal listed by Rab and also an AL leader.

And, the ten ordered the other four to kill Lokman.

The four accused are Ashraf Hossain Sarker, brother of AL leader Abdul Matin Sarker; Mia Mohammad Manzur, an AL leader; Amir Hossain alias Amu, a former Jatiya Party leader; and Mamun, son of late Manik Mia who was a Jatiya Party leader.

In the FIR, Kamruzzaman briefly elaborated how the 14 were involved in the killing of his brother.

While filing of the case around 11:45pm yesterday, it was seen that Lokman's younger brother Shamim was talking with somebody over the phone.

Shamim told The Daily Star that top AL leaders kept pressing him all day long to drop the name of Bachchu from the case and include Khokon's name instead.

This correspondent overheard Shamim telling somebody during one of his phone conversations, “Why you are pressuring me to implicate Khokon? He has nothing to do with it. But since you still insist, I'm implicating two of his close aides.”

During another phone conversation, Shamim Newaz was saying, “I cannot betray with the blood of my slain brother and drop the name of the minister's brother. The minister's brother threatened my brother on many occasions. He was involved in the killing, not Khokon.”

Anwar Hossain, the officer-in-charge, showed up at the police station half an hour after Lokman's brothers arrived there around 11:00pm.

The officer first recorded the allegation as an FIR, not as a case and advised the large number of people present there to go away.

He said he would turn the matter into a case later and give them the case number as he was not able to record it as a case without talking to his higher-ups.

The people present got angry and said they would not leave the place without a case number. The OC then requested for some time and went out of the room to talk with his higher-ups over the phone.

He returned about 20-25 minutes later and agreed to record the complaint as a case.

Earlier yesterday, talking to The Daily Star at Lokman's Basail residence, his younger brother Shamim Newaz and close aides said they were “very much” convinced that Raju and Bachchu were behind the killing.

SM Kaioum, former vice-president of Bangladesh Chhatra League central committee, who was close to Lokman, told this correspondent that they were under pressure from Awami League high-ups to include Khokon's name in the FIR.

“We are under pressure also not to mention in the FIR the names of the telecommunications minister and his brother,” Kaioum, also a former general secretary of Narsingdi Govt College students' union, added.

Several others in the family also echoed the same.

On Wednesday, Shamim Newaz told this correspondent that they would file a case with the police station that very day. Asked yesterday, filing of the case is being delayed due to the tangle over mentioning the names of accused, SM Kaioum and Shamim Newaz added.

A number of associates of Lokman also said Khokon used to admire the mayor very much and they will never buy that he was involved in the killing.

“We don't want that Lokman's assassination will be used for political purposes,” Asaduzzaman, the president of Narsingdi district AL, said.

“We want that the killers will be brought to justice and no innocent will be harassed to serve anybody's political interest,” Kazi Mohammad Ali, religious affairs secretary of Narsingdi district AL, told The Daily Star.

Hours after the killing of Lokman Hossain, a two-time gold medalist as best mayor, police in association with Detective Branch arrested Khokon from his residence near Khilgaon Matir Masjid in the capital around 2:50am of Wednesday.

A chief judicial magistrate court of Narsingdi sent Khokon to custody after rejecting his bail prayer, which was moved by more than a hundred lawyers.

Khokon was shown arrested under Section 54 and police submitted a report to the court, suspecting his involvement in the killing.

Hearing on a prayer to take him into a five-day remand was scheduled for yesterday, but the court deferred it to November 9.

Quoting witnesses, Lokman's family and friends said that on Tuesday around 8:00pm, a group of nine, aged between 25 and 35, took part in the killing.

“Of the nine, one entered the district Awami League office on Sadar Road and opened fire with a sophisticated gun and the eight others stood guards in four groups outside," said Kaioum.

'Khaleda wanted army to win her NCC polls'


Dhaka, Nov 3—Prime minister Sheikh Hasina has hit back at BNP's criticism over troops deployment in Narayanganj elections, saying Khaleda Zia expected that the army would snatch votes to help them win the ballot.

She said on Thursday, "What happened in Narayanganj that called for deployment of army [for the election]?"

Asserting that "nothing was wrong there [Narayanganj]", she added, "All of a sudden, the Election Commission sent a letter for army deployment. But the commission did not invite the army to their meeting on law and order situation in Narayanganj."

Hasina, also the ruling Awami League president, said, "She [Khaleda] hoped the army will snatch votes for their victory. Is it army's duty to steal votes?"

She was speaking at a discussion marking the Jail Killing Day at the Bangabandhu International Conference Centre in the capital.

The prime minister referred to the BNP chairperson ordering their candidate Taimur Alam Khandaker to boycott the elections just seven hours before the first-ever balloting of the newly formed city corporation over the army not being deployed. "Why does she want to use the army for stealing votes?"

She said her government provided all executive assistance to the EC to stage the vote. "Adequate law enforcers had been provided."

Responding to those saying the constitution was violated for not deploying the army, she argued, "There has been no violation of the constitution."

BNP had maintained that the non-deployment of army was a 'violation of the constitution' that made the EC a 'useless organisation'.

Hasina stated that the army is under the command of the government head [prime minister], who is also the defence ministry chief, she said, "Only the government head can decide whether the army will go out of the barrack or not."

Though, the EC sent a letter to the Armed Forces Division on Oct 16 to deploy four companies of troops for the Oct 30 vote, there was no military support for the election officials.

Election commissioner M Sakhawat Hossain on Tuesday said that they would formally demand explanations from the government why it did not deploy army in the polls despite requisition.

About the non-deployment of army, the prime minister said, "The commission sent the letter at such a time when we were abroad and busy."

Rebel Awami League candidate Selina Hayat Ivy defeated Awami League-backed Shamim Osman by 101,343 votes in the NCC polls.

WAR CRIMES TRIAL

Criticising the BNP chief's demand to release the leaders of BNP and its ally Jamaat-e-Islami who are in jail over war crimes charges, Hasina said, "She has taken to the streets to protect the war criminals."

"The trials of these criminals will be held in this land. The people will be free from this curse. They want the trial of the war criminals."

The prime minister claimed that the people had answered to Khaleda on the issue in the NCC polls. "The nation did not like her stance against the Liberation War."

She also added that both Awami League candidates had secured the first and second places in the ballot.

TALK SHOWS

The prime minister also slated those who had been the criticising the government on talk shows in TV channels, saying non-deployment of army in the election was a 'violation of the constitution'.

She said, "In 2003 and 2004, the then chief election commissioner M A Sayeed had sought army for the general elections. But no army was deployed. We still have the letter."

Hasina asked whether the constitution was violated for not deploying army for those polls which took place under the then BNP-led coalition government.

Police beat up journalist


Dhaka, Nov 3 —Police have detained a journalist from in front of his house and beaten him up.

Nuruzzaman, a correspondent of the Bengali daily Manabzamin, was picked up from in front of his home in Adabar in the early hours of Thursday.

A patrol car from Adabar Police Station picked him up, Nuruzzaman told bdnews24.com.

The station's constable Shah Alam beat him up and threatened to tie him up with a mugging case.

A sub-inspector, Anwar, was also present in the car, Nuruzzaman said. Anwar, he said, instructed the others to take away his cell phone.

He said he then called one of his colleagues from another phone who then rushed to the scene with several others and recovered him.

Tejgaon zone deputy commissioner Imam Hosain told bdnews24.com constable Shah Alam had been closed after the police received complaints.

"Additional deputy commissioner Harun-ar-Rashid will investigate the issue and measures will be taken accordingly," he added.

Gaddafi could never be our friend: Ashraf


Dhaka, Nov 3 —Local government minister Syed Ashraful Islam says he is happy about the death of the former Libyan leader Col Muammar Gaddafi.

"I'm so happy that Gaddafi is no more. Those who sheltered the killers of Bangabandhu, my father (Syed Nazrul Islam), Nasim bhai's (Mohammad Nasim) father (M Mansur Ali) cannot be our friends," he said on Thursday at a discussion marking the Jail Killing Day in the city.

On this day in 1975, four leaders of the wartime national government—acting president Syed Nazrul Islam, prime minister Tajuddin Ahmed and cabinet ministers M Mansur Ali and AHM Qamruzzaman—were brutally killed inside Dhaka Central Jail.

The four, who were close acquaintances and political associates of independence architect Bangabandhu Sheikh Mujibur Rahman, were immediately arrested after his assassination, along with most of his family members, on Aug 15, 1975.

The assassins, believed to be the mastermind of the 1975 coup, stormed the jail and shot dead the four leaders, only three months later.

Libyan dictator Gaddafi had offered shelter to the assassins in Libya, the country he took over 42 years ago through a military coup in 1969.

Gaddafi's 42 years of eccentric, often bloody, one-man rule over the oil-producing North African state ended on Oct 20 when the rebel forces gunned him down in his late 60s at his hometown Sirte.

The Iron man of Libya, wanted by the International Criminal Court on charges of ordering the killing of civilians, was toppled by rebel forces and he fled from the capital Tripoli on Aug 23.

The ruling Awami League's general secretary Ashraful on Thursday has expressed bewilderment over no national dailies publishing any reports on the mass killing in Libya by Gaddafi and his sheltering the killers of Bangabandhu.

Ashraful, son of the Bangladesh's first acting president, said, "Ziaur Rahman ordered Shamsher Mabin Chowdhury to take the killers to Libya. Gaddafi gave them a palace to live in on the shores of the Mediterranean."

"The same Gaddafi also helped Pakistan during the Liberation War of 1971," he added.

SC status quo on BTRC notice to GP


Dhaka, Nov 3 — The Supreme Court has directed Bangladesh Telecommunication Regulatory Commission (BTRC) to maintain a status quo on the notice for payment of spectrum assignment fee and Value Added Tax (VAT) by the country's largest telecom operator Grameenphone.

BTRC was also directed to allow the petitioner (Grameenphopne) to continue its operations without any interruption or hindrance until further order.

Chamber judge of the Appellate Division justice Syed Mahmud Hossain passed the order on Thursday after hearing on a leave-to-appeal petition filed by BTRC against a High Court order.

Justice Hossain said the matter of licence renewal of Grameenphone will be decided by the court.

The court fixed Nov 14 for hearing the appeal filed by BTRC against a High Court order that stayed its notice for payment to Grameenphone on Nov 1, before the regular bench of the Appellate Division.

Advocate Mahbubey Alam and barrister Khandaker Reza-E Rakib argued for BTRC during the hearing, while barrister Sheikh Fazle Noor Taposh and barrister Mohammad Mehadi Hasan Chowdhury stood for Grameenphone.

Reza-E Rakib told bdnews24.com that currently the licence would not be renewed following the court order. "It will be renewed after the court verdict. BTRC cannot halt the operations of Grameenphone until further order by the court."

The High Court on Oct 26 stayed the effectiveness of a BTRC notice asking Grameenphone to pay additional Tk 2.37 billion for the radio frequency in 1800 megahertz band.

On Nov 1, chamber judge of the Appellate Division justice M Imman Ali felt embarrassed to hear the petition.

Later, the chief justice sent the petition to justice Syed Mahmud Hossain for further action.

56 coaches to be added for Eid service


Dhaka, Nov 03 — The communications minister Syed Abul Hossain has said that an additional 56 coaches will be added for the special eid services.

Claiming that Bangladesh Railway's capacity was increasing day by day, the minister told journalists that another 36 broad-gauge and 20 metre-gauge coaches, which have been repaired, will be added in addition to the 14 special services during eid.

The minister also told journalists, after his visit to the Kamlapur Railway Station on Thursday, that "It would cost around Tk 20 millions to repair the nine damaged coaches of the Egaroshindur Express, set on fire on Wednesday."

He assured that "trains will resume its regular schedule within a day or two."

Lokman buried after huge send-off


Narsinghdi, Nov 2 — Narsinghdi mayor Lokman Hossain has been buried at the municipality graveyard.

He was buried after two namaj-e-janaza, one at Moslehuddin Bhuyian Stadium after Asr prayers and another at municipality Eidgah on Wednesday.

A number of central leaders of Awami League, including joint general secretary Mahbub-ul-Alam Hanif, joined the funeral prayers at the stadium along with people from several upazilas of Narsinghdi.

Lokman, the general secretary of Narsinghdi town Awami League, was shot dead in the town by masked miscreants on Tuesday night.

People of Narsingdi blocked the Dhaka-Sylhet highway and the railway linking Dhaka with Sylhet and Chittagong for hours. They also set fire on six bogeys of a Dhaka-Kishoreganj passenger train.

Bangladesh Chhatra League, the student wing of ruling Awami League, is enforcing a 72-hour general strike in Narsinghdi to protest against the murder.

Shops and business organisations were shut on Wednesday morning. Activists of ruling Awami League and associate organisations took out processions demanding arrest and punishment of the assailants.

The organisers, however, said the first day's protest would not be that tight to facilitate the burial.

Additional police forces have been deployed in the area to control the situation. Deputy inspector general (DIG) of police's Dhaka range M H Nuruzzaman, Rapid Action Battalion-11 additional DIG Mostofa Kamal reached Narsinghdi overnight to keep a close watch on the situation.

Lokman Hossain was the president of Bangladesh Textile Mill Owners Association and Bangladesh Mayor Association. He was twice awarded the gold medal for best mayor.

He left behind two children, a daughter and a son.

District Awami League will observe a three-day mourning. On Friday religious observations will be held for Lokman and a protest rally will follow in the evening.

GB didn't share profits of associates: Muhith


Dhaka, Nov 2 — Grameen Bank did not share the profits of its associate organisations with its members, the finance minister has said.

"Grameen Bank founded 54 organisations in violation of rules, and then it did not share the profits the organisations made," A M A Muhith said addressing a seminar on microcredit in the capital on Wednesday.

According to the Grameen Bank website, Grameen Bank Project was born in the village of Jobra, Bangladesh, in 1976.

In 1983, it was transformed into a formal bank under a special law passed for its creation. It is owned by the poor borrowers of the bank who are mostly women.

It works for the borrowers, who at present own 95 percent of the total equity of Grameen Bank. The remaining 5 per cent is owned by the government.

The finance minister also said that microcredit is not much useful for the ultra-poor people.
"The ultra-poor people do not benefit from microcredit … it's the less poor people who actually enjoy the fruits," Muhith said at the seminar organised by Palli Karma-Sahayak Foundation.

The finance minister went on to add that microcredit also does not play much role in employment creation.
"But this type of credit has created several rural organisations," he added.

30th BCS results out, 5,810 qualify


Dhaka, Nov 2 — The Bangladesh Public Service Commission has announced the final results of the 30th BCS examination.

The PSC has recommended appointment of 2,367 of the 5,810 candidates clearing the final hurdle, examination controller A E M Nesaruddin told bdnews24.com on Wednesday.

"We've recommended appointment of only 2,367 candidates to various cadres due to lack of vacant posts," he said.

"We'll try to appoint those who failed to get recommendations for appointment to non-cadre posts. But that's not certain," he added.

According to him, out of the 2,367 candidates getting recommendations, 1,623 are male and 744 female. Decision on 13 other candidates' recommendations is yet to be taken due to 'complexities over information' and other administrative reasons.

The preliminary test was held on July 30 last year, and the written and viva-voce in several phases this year.

UK imposes curbs on study visa


Dhaka, Nov 2– Over 450 education providers in the UK will no longer be able to sponsor new international students.

In its bid to curtail the abuse of education visa and raise standards, the UK government has tightened the students' visa system.

In all, those 450 colleges bring more than 11,000 students into the UK each year, says a British high commission press statement.

"Tough new rules and enforcement action will not only reduce their abuse, but new norms will also help ensure that genuine international students receive the highest quality education," it said.

More measures will be introduced in April 2012.

New UK Border Agency regulations have significantly raised the standards that the education providers must meet before they can recruit international students.

So far, over 400 colleges have lost their right to recruit international students after they failed to sign up for the new inspection system.

In addition, a targeted UK Border Agency investigation into more than 100 colleges has led to 51 institutions losing their licences to recruit international students.

The investigation followed a spike in applications from South Asia just before the English language requirement rules were tightened in April.

More than 4,500 applications to study have been either refused or withdrawn as a result.

One college advertised classes even though the website said it was shut for maintenance, while another could not even produce a list of students enrolled or a timetable of classes.

On inspection, others could not produce any record of student attendance, or evidence of checking student qualifications.

Immigration minister Damian Green said, "Widespread abuse of the student visa system has gone on for too long and the changes we have made are beginning to bite.

"Too many institutions were offering international students an immigration service rather than an education and too many students have come to the UK with the aim of getting work and bringing over family members. Only first-class education providers should be given licences to sponsor international students.

"We have curbed the opportunities to work during study and bring in family members. We have also introduced new language requirements to ensure we only attract genuine students whose primary motivation is to study."

Colleges that want to bring in international students must also meet new higher sponsorship standards to ensure they are fulfilling their immigration responsibilities, the minister said.

The institutions that do not meet these standards will be removed from the sponsors' register, he warned.

The UK Border Agency has also created a list of more than 2,000 banks and financial institutions from which it will no longer accept evidence to show that a student has sufficient funds to support himself and pay for his course.

If a bank is on this list, a student providing supporting documentation from that institution will not be granted a visa.

However, the list for Bangladesh has not yet been published.

The post-study work route will close and students wishing to stay and work in a graduate level occupation will be able to apply under Tier 2 of the points-based system.

Students will be able to study for a maximum of 5 years above degree level (with some exceptions) and there will be restrictions on work placements for non-university courses, the new norms lay down.

The UK Border Agency continues to work closely with the UK education sponsors and take action against those sponsors that do not comply with the requirements of education provision and immigration control.

The reform of student visas was announced by the home secretary in March this year and the measures are being introduced in phases, according to the statement.

The first set of changes came into effect in April, including tougher sponsor accreditation and inspection requirements and English language requirements for students.

The second set became effective in July, including new rules on the ability of students to work and bring dependants.

Nuclear plant agreement signed with Russia


Dhaka, Nov 2 – Bangladesh and Russia have signed an agreement to set up a nuclear power plant at Rooppur under which Moscow will provide all assistance, including construction work, human resource development, and the development of the necessary legal framework.

Two plants with 1000 megawatt each will be constructed at Rooppur, said state minister for science and information and communication technology Yeafesh Osman at a press briefing at Novo theatre in Dhaka on Wednesday.

Before the press conference, Osman and Sergey V Kirienko, director general of State Atomic Energy Corporation (Rosatom) of Russia, signed the agreement at the prime minister's office.

The minister said all possible security and safety measures will be taken in building the nuclear plant keeping the Fukushima accident in mind.

"We want to start the construction in the tenure of the current government."

Foreign secretary Mohammed Mijarul Quayes said the government wants to reduce its dependency on fossil fuel and diversify its energy mix.

Security

Kirienko said it is a complex agreement as it includes supply of fuels, taking back spent fuel, human resources development, funding, assistance in the formulation of the legal framework, construction and many other aspects.

"Under a simple agreement only construction part is considered." He explained.

Commenting on the security features, he said, "It is obvious after the Fukushima accident, new safety measures are required.

"We will build the plant with a new design in which five new safety measures have been included."

Cost

Asked about the cost, Kirienko said that it would take some time to provide a cost. "We need to finalise technical issues and some paperwork to calculate the estimated costs," he added.

The official said that the Russian government would provide loans to build the plant and that a funding agreement will be signed later.

"State funding is important for such costly projects," Kirienko said, stressing that normally it takes 10 to 15 years to recover the cost of setting up a nuclear power plant.

Construction

It was disclosed that a nuclear power plant takes five years to construct. "Under the agreement, a design used in Russia will be replicated here," Kirienko said.

"We are building 29 plants in Russia and other countries and same design will be used here," he added.

Bangladeshi companies may also be involved in construction process, Kirienko said.

Court rules WikiLeaks' Assange should be extradited


LONDON, Nov 2 - WikiLeaks' founder Julian Assange should be extradited from Britain to Sweden to face questioning over alleged sex crimes, London's High Court ruled on Wednesday, rejecting his appeal against the move.

Swedish authorities want to question the 40-year-old over accusations of rape and sexual assault made by two female former WikiLeaks volunteers.

Assange's lawyer said he was considering an appeal. He has two weeks in which to do so.

However, any appeal to Britain's highest judicial body, the Supreme Court, must be made on a point of law considered to be of general public interest.

Assange's whistle-blowing website caused a stir last year by publishing more than 250,000 secret U.S. diplomatic cables.

A British judge first approved the Swedish request for the computer expert's extradition in February.

His lawyers have argued the Swedish demand is legally flawed and that the sex was consensual. Assange, who is free under strict bail conditions, has also accused the United States of putting pressure on Britain, Sweden and the media.

Last month, Assange, an Australian citizen, said WikiLeaks would stop publishing secret cables and devote itself instead to fund-raising because of a financial block on payments to the site by U.S. firms such as Visa and MasterCard.

He said if the block was not ended by the turn of the year, WikiLeaks would not be able to continue.

Bishoo spins Tigers to defeat


Dhaka, Nov 2 - Spinner Davendra Bishoo completed his maiden five-wicket haul as Bangladesh collapsed either side of lunch on the fifth day of the second Test to succumb to a 229-run defeat to the West Indies on Wednesday.

Resuming after the interval on 263 for six, Bangladesh lost their last four wickets for just 15 runs in a little over seven overs to be dismissed for 278 as the tourists secured a 1-0 victory in the two-match series.

Bishoo claimed two wickets in the first over after the break when he trapped Nasir Hossain lbw for three before Suhrawadi Shuvo offered up a catch to skipper Darren Sammy at slip without scoring a couple of deliveries later.

Naeem Islam (three) soon fell to Bishoo to give the leg-spinner his fifth wicket, before Kemar Roach bowled last man Rubel Hossain (also for three) to complete an easy victory that had appeared to be drifting away from the tourists earlier on.

West Indies were largely frustrated in the morning session before they removed home skipper Mushfiqur Rahim and Shakib Al Hasan in a three-over span before lunch after the duo frustrated had them with a dogged 88-run fifth-wicket stand.

Sammy claimed the wicket of Shakib, who managed to spoil all of his good work by mistiming an improvised shot that took a leading edge to Shivnarine Chanderpaul at slip for 55.

Rahim soon followed when Bishoo bowled him for 69 to expose the tail and the spinner eventually finished with Test-best figures of 5-90 as Bangladesh lost their last six wickets for 22 runs in less than 12 overs.

RAHIM DISAPPOINTED

"It's really good to win," Sammy told reporters.

"We left home hoping to come out here and play well. After playing and working hard, it's good. We all knew that Bangladesh would put up a fight.

"The captain, Shakib and Tamim (Iqbal) posed challenges but we believed in our bowling unit that showed that we could achieve things."

Bangladesh captain Rahim rued an inability among his batsmen to apply themselves to the task at hand.

"Our top order batsmen could not play big innings which was really important to save the match," he said.

"Getting out when we looked set is our main problem. We lack in temperament, we need to develop the habit of playing big innings and spending longer at the crease."

Chasing a world record target of 508, Bangladesh resumed on 164-3 and suffered a major blow in just the third over of the morning when the third umpire ruled that opener Tamim Iqbal was caught by Sammy off Bishoo for 83.

The on-field official was unable to determine if the fuller delivery was a bump ball but the third umpire clarified the delivery had hit the ground before the bat and gave Tamim out after he had added a single to his overnight total.

Dhaka-Kishoreganj train set on fire


Narsinghdi, Nov 2 – The supporters of slain Narsinghdi mayor Lokman Hossain have set fire to a Dhaka-Kishoreganj passenger train while a general strike has been in force to protest against the murder.

Narsigndi railway station master Moron Chandra Das told bdnews24.com that the angry protesters set six coaches of Egaroshindur Express on fire in the district on Wednesday.

He said the incident occurred around 10am on Wednesday when it reached Narsinghdi.

"We are working to douse the flames," the master said.

Meanwhile, Bangladesh Chhatra League, the student wing of ruling Awami League, enforced a 72-hour general strike in Narsinghdi to protest against the murder.

The organisers, however, said the first day's protest would not be that tight as the family and party colleagues were waiting for the body of Hossain for burial.

"It will be an eased protest until 5pm Wednesday to facilitate the burial," said S M Qayum said, a former central committee member of the student wing.

Doctors of Dhaka Medical College Hospital (DMCH) declared the 43-year old Hossain dead nearly three hours after he was shot by a masked gunman in front of the Awami League office at the district headquarters' Sadar road at around 8pm on Tuesday.

Berne, Nov 1 (bdnews24.com/Reuters) - World and European champions Spain dominated the shortlist for the Player of the Year award announced on Tuesday with seven players among the 23 nominees.

Argentina's Lionel Messi will attempt to win the award for the third year in a row, having surprisingly beaten his Barcelona team mates Xavi and Andres Iniesta last year.

The trio were among eight Barcelona players to make the shortlist for this year while Barca's arch-rivals Real Madrid have five.

Fair vote possible if EC is right: PM


Dhaka, Nov 1 — Prime minister Sheikh Hasina has said free and fair elections are possible if the Election Commission is working properly.

"There have been no interferences from the government in this election," Hasina said after meeting Narayanganj mayor-elect Selina Hayat Ivy at her official residence, Ganabhaban, Tuesday night.

Ivy received floral greetings from the prime minister after a nearly 30-minute meeting. Shamim Osman, the defeated Awami League-backed mayor aspirant, was also there.

The prime minister said, "We want to ensure people's power. We want that people express their opinions, for which free and fair elections are needed."

She also said it was possible to hold a free and fair election in Narayanganj City Corporation since Awami League is in power.

Ivy, the rebel Awami League candidate, reached Ganabhaban at 8pm for a courtesy meeting with ruling Awami League president Hasina.

Her two sons, Kazi Sadman Hayat Shimanta and Kazi Sardil Hayat Ananta, Narayanganj city Awami League president Anwar Hossain, vice-president Haider Chowdhury and district Juba League president Abdul Kader accompanied her to Gannabhaban.

Ivy defeated Awami League-backed Shamim Osman by 101,343 votes in Sunday's Narayanganj City Corporation vote. She polled 180,048 votes in 163 polling centres while Shamim secured 78,705.

Hasina pointed out that the voter turnout was nearly 70 percent.

"70 percent votes in a local government election is quite a feat. This is an Awami League achievement," she said.

"Awami League-style election means people will vote whoever they want," Hasina said, "None of the elections held during Awami League's time have been manipulated. We have reached this point through much struggle."

"We have shown that women's empowerment is most important. A woman has won. That is important," she said.

"We have a lady mayor now," she said.

The Election Commission asked for deployment of troops but they were not deployed in Narayanganj City Corporation election. BNP-backed candidate Taimur Alam Khandaker pulled out from the race at the last minute on orders of his party to protest against the non-deployment of army.

Why always army?

"Why would we need the army in every small matter?" Hasina said, referring to BNP's protest. "The army is under the defence ministry, which is under the head of government. The army cannot leave barracks without the government head's orders," she said.

"Our aim was a free, fair and unbiased election. We've had by-elections, several local government elections — none of them needed the army.

"Why did she (BNP chief Khaleda Zia) become so eager for the army in this particular election?"

The prime minister congratulated the people of Narayanganj.

"The first and second in the elections are both from Awami League. Now all will have to work together for Narayanganj's development," she said.

ECNEC okays 450MW power plant


Dhaka, Nov 1— The Executive Committee of the National Economic Council (ECNEC) has approved a Tk 34 billion power plant project to reduce the power shortage.

The work of Ashuganj 450 Megawatt Combined Cycle Power Plant (North) project is scheduled to start at the beginning of 2012 and go into generation in 2015.

Top economic policymaking body of the country also approved five other development projects on Tuesday at its regular meeting, planning secretary Bhuiyan Shafiqul Islam told reporters.

Prime minister Sheikh Hasina presided over the meeting held at the NEC conference room at city's Sher-E-Bangla Nagar.

Shafiqul said Ashuganj Power Station Company Limited would implement the power plant project.

The Asian Development Bank and Islamic Development Bank would provide US$ 228 million, or 88 percent of the total project costs, while the government would arrange the remaining fund.

The objective of the project is to cut demand-supply gap of power through gas-based power generation in the northeast region of the country.

"The power shortage and load-shedding in Chittagong and Ashuganj (Brahmanbaria) region will be addressed mostly when the project is implemented," the secretary added.

Ashuganj Power Station, run by Bangladesh Power Development Board, now produces 674MW of electricity daily and is the country's second largest electricity-generation plant, feeding up to 13 percent of the total power need of the country.

The new plant in Ashuganj, 90km northeast of the capital, will supply power to the national grid.

The five other projects approved at the ECNEC meeting are development of comprehensive fisheries and livestock in the flood control and irrigation project areas and other water-body areas (4th phase) involving Tk 1.15 billion, institutional development and strengthening project for Bangladesh Marine Fisheries Academy (Tk 400 million), establishment of regional duck breeding farm and hatchery (third phase) (Tk 1.63 billion), establishment of Khulna district jail (Tk 1.44 billion) and construction of 85 border outposts (BOP) for Border Guard Bangladesh (BGB) in different bordering areas (Tk 450 million).

Charge against Jamaat leaders on Dec 5


Dhaka, Nov 1 — The war crimes tribunal has ordered the prosecution to submit formal charges against four top Jamaat leaders, in prison for alleged involvement in crimes against humanity during the 1971 liberation war, on Dec 5.

In another order on Tuesday, the International Crimes Tribunal rejected a bail petition for Jamaat-e-Islami chief Motiur Rahman Nizami, secretary general Ali Ahsan Mohammad Mojaheed, assistant secretaries general Mohammad Kamaruzzaman and Abdul Kadar Mollah, who are currently behind bars.

They were all present at the courtroom.

Upon submission of the voluminous investigation reports against the four Jamaat leaders, the prosecution's Syed Haider Ali asked for a month's time to bring formal charges.

Haider told the court that the investigations reports established prima facie cases.

The judges inquired how the prosecution would proceed, specifically about the number of charges.

Haider said, "We have not decided about that yet. And we can only decide once we have gone through the reports in further detail."

Tribunal chief, Justice Nizamul Huq asked the counsel whether a month's time that he had asked for would be sufficient.

Tribunal judge A K M Zaheer Ahmed asked for further clarification, "Do you need one month separately for each charge or one month together for all the charges?"

Haider Ali replied that the prosecution needed one month's time for all the cases regardless of their number. "We just need one month for formal charges altogether."

The tribunal chairman fixed Dec 5 for submission.

BAIL PETITION TURNED DOWN

Defence counsel, Tajul Islam, who also represents Delwar Hossain Sayedee, argued on behalf of the four Jamaat leaders and pleaded for their bail.

He said his clients had been held behind bars since Aug 2, 2010 and still did not know why. Speaking on behalf of his clients he told the court, "I have been imprisoned for 15 months and kept completely in the dark. I don't know what are the charges against me."

He pointed out that the prosecution had only submitted the investigation reports on the day and were yet to bring charges.

Islam also said that the tribunal could consider bail for the accused since it has been over a year that they have been kept behind bars. He also offered that his clients would abide with all kinds of conditions.

"These are respectable people, two of them former ministers, and they are political persons. There is no possibility that they will go into hiding," he said.

Tajul Islam said the court could impose all kinds of restrictions too. "The court have their addresses where they will reside. They will not travel outside, if required they will also submit their passports."

The defence counsel also maintained that his clients, the top Jamaat leaders, were being kept in prison only out of political interests. "My clients belong to a certain party and they believe in a certain ideology. Their imprisonment is only to harass them and ruin their political careers."

Upon the tribunal chief's bidding, chief prosecutor Ghulam Arieff Tipoo sent Haider Ali to counter. Haider said that this was certainly not a case of political victimisation.

He also said bail could not be considered for the four persons given that they were charged with such crimes as murder, rape, extermination and arson. He brushed off the defence plea saying, "We should all try and move ahead with the trial instead of impeding it."

Tajul Islam rebutted saying that the statements of those who formulated the law in 1973 were enough to indicate the spirit of this law. "If you consider what the members of parliament had said at that time it becomes clear that this law is out to harass the accused."

He went on, "Have you brought allegations against those who were really in charge at that time? Have you brought those who actually decided the fate of thousands? The answer is 'no'. You have brought here people, who were merely boys at that time, student leaders."

Tribunal chairman justice Nizamul Huq, however, rejected the bail petition. He said considering that the investigation reports had been submitted and that the prosecution would bring formal charges within a month, the defence plea that the case was not progressing did not quite stand.

MODE OF RECORD KEEPING

The defence made another submission to the court, requesting the court to determine the mode of record keeping and ensure that certified copies of witness statements be made available immediately to the defence team.

When the tribunal made it clear that statement copies would be available only after the prosecution and defence had exhausted their deposition, Tajul Islam said there was no reason why technology could not be put to use.

"How would it be possible for me to remember all a witness has said in a four-hour long statement, for instance?"

"Your friends will assist you and take notes," said Nizamul Huq.

"But you cannot expect lawyers to act as stenographers," Tajul replied. He said he failed to understand what the problem would be with audio recording.

Huq explained that statements had to be in writing "for the simple reason that the witness will have to sign it afterwards." However he conceded that "we might also have audio recording just to make sure that there is no mistake."

Tribunal chief continued, "but even if there is an audio recording, it will be for internal use only. You won't get it if you ask for it."

Prosecution's Haider Ali said, with a hint of humility while brushing his balding head of grey hair, that he had been conducting trials in the capacity of a lawyer for a few years now. "I have been involved with a few notable cases too. And in all of them we sort of managed with the system there is, which has proven to be sufficient. It should not fail us in future either."

When it was his turn to respond, Tajul Islam burst out saying he failed to understand why the prosecution was opposing the use of technology since it would benefit everyone. "This is not just for the defence but the prosecution would also find it convenient."

Islam questioned the judges, why it was being said then that the tribunal would adhere to international standards but there were all these restrictions at the same time.

"You speak of digital Bangladesh and yet you object to a camera in the court room," he said. The court even prevented use of laptop computers, which he said were 'essential in this day and age'.

Tajul also suggested that the court could hire stenographers who would take instant notes of the court proceedings and those would become available.

Noting that there was a dearth of people with such skills, Nizamul Huq said, "Why don't you find four such people on our behalf and we can all put them to use."

Tajul declined, with a laugh, saying it would then be a 'massacre' if he supplied the record keepers apparently indicating the prosecution's reservation with such an arrangement.

Prosecutor Altaf Uddin Ahmed stood up to bring the tribunal's attention that the media should not report on the court discussions about record keeping. He said videos would scare off many witnesses. "I have been to speak to a number of witnesses with the investigators. And many of them would not find it possible to return after their deposition here."

Judge Zaheer Ahmed said although the mode of recording had not been decided upon, the suggestion of stenography seemed good and could be looked into.

THE REPORTS

The four war crimes accused were brought to court from Dhaka and Narayanganj central jails on 9.30am.

There were 40 witness testimonies in a 411-page report on Nizami, 45 witness testimonies in a 366-page report on Mojaheed, 37 testimonies in the 327-page report on Kamaruzzaman and another 25 in a 385-page report on Kadar Mollah.

GHULAM AZAM PROBE REPORT

Prosecutor Zead-Al-Malum informed the court that they had received an investigation report on Ghulam Azam.

Chief prosecutor Ghulam Arieff Tipoo told bdnews24.com that the prosecution was still working on it and did not give a concrete time line as to when charges might be brought. "We already have the report and we hope to bring charges soon," he said.

The prosecution also submitted the probe report on similar allegations against former Jamaat-e-Islami chief Ghulam Azam.

On Monday, chief coordinator of the tribunal's investigation unit Abdul Hannan Khan said that they have recommended his arrest.

"There are 40 witnesses in the 360-page report on Ghulam Azam and over 400 documents," he said, pointing out that since the alleged crimes were committed 40 years ago, the investigators had collected all kinds of documents available from those times, in addition to witness testimonies.

The investigation unit chief coordinator said he did not want to be questioned by the nation. "They are looking to us. So we did not ask for more time."

Regarding Ghulam Azam, the investigation coordinator said he was the top leader and he had damaged the country in two ways. First by leading the infamous, 'Peace Committees' and secondly by collaborating with the Pakistani Army.

Investigator Matiur Rahman said there was convincing evidence against Ghulam Azam illustrating his guilt. "He led the Peace Committee and was also the chief of Jamaat-e-Islami in [1971]. He gave all the orders."

FRIENDS GOOD ENOUGH

Hannan drew an analogy from what a chief prosecutor of the Nuremberg Trials had said. Robert H Jackson, a Supreme Court judge of the United States, had apparently told the judges that it was not that Nazi enemies were being brought in to testify against them. The statements from their friends were good enough.

He said the situation is quite similar here too. The Jamaat mouthpiece, the daily Sangram, is good enough to testify against them. Hannan also said that their writings would also testify against the Jamaat leaders.

According to the investigation coordinator, the agency had completed investigations against seven out of a list of 16. "But the investigation will go on during the trial too."

The first war crime charge framing took place on Oct 3 with Jamaat executive committee member Delwar Hossain Sayedee being charged on 20 counts.

Investigation against the four other Jamaat leaders began on Jul 21, 2010. They were shown arrested on Aug 2.

In addition to the four, senior BNP leader Salahuddin Quader Chowdhury and former minister in Ziaur Rahman's cabinet Abdul Alim have also been arrested on similar charges. Alim is on conditional bail for old-age ailments.

25 illegal Bangladeshis detained in UK


Dhaka, Nov 1 - Twenty five illegal workers from Bangladesh have been detained in several enforcement operations on businesses and private addresses across the United Kingdom, a press statement British High Commission in Dhaka has said.

A Bangladeshi restaurant owner has also been jailed for immigration offences, it said on Tuesday.

The UK Border Agency is now working to remove all twenty five from the UK as soon as possible, it added.

The illegal workers have been arrested during over six weeks of enforcement operations across England, Wales and Scotland - Devon, Cornwall, Gloucester, Hereford, Buckinghamshire, Newcastle upon Tyne, Aberdeen and South Wales, it said.

These businesses now face fines of up to £10,000 for each illegal worker, unless they can prove that they carried out the correct pre-employment checks.

"It is the legal responsibility of all businesses to check their employees have the right to work in the UK," the statement quoted a UK Border Agency spokesperson as saying.

"Where we find people who are in the UK illegally, we will seek to remove them. But we also want to send out a strong message to employers. More enforcement operations like this are planned."

A Bangladeshi restaurant owner, Shafiqul Haque, has been jailed for six months by Carlisle Crown Court for trying to cheat UK Immigration Rules by employing and accommodating illegal migrants.

A police spokesperson, working as part of the UK Border Agency team, said: "This is an example of a man who disregarded the law in order to profit from employing illegal immigrants who work for little or no pay and receive a poor standard of accommodation.

"These issues are taken very seriously and police officers work in partnership with immigration officers to ensure we have an effective, joined up approach to tackling the problem.

"Haque has earned a living through the exploitation of his staff and by avoiding taxes and national insurance payments that other legitimate employers would have had to pay."

As part of the investigation, the UK authorities have made an application under the Proceeds of Crime Act to recover the money Haque has earned as a result of his criminal activities.

Release Jamaat leaders: Oli


Chittagong, Oct 31 — The Liberal Democratic Party president has demanded the release of Jamaat-e-Islami leaders including Motiur Rahman Nizami, Ali Ahsan Mohammed Mojaheed and Delwar Hossain Sayedee.

"The Jamaat leaders who are under the age of52 did not commit any crimes against humanity," Oli Ahmed told a Chittagong rally on Monday.

"Because they were high school students back then," Oli claimed.

Jamaat top leaders Nizami, Mojaheed, Muhammad Kamaruzzaman, Sayedee, Quader Molla and senior BNP leader Salahuddin Quader Chowdhury are in detention facing charges of crimes against humanity in the Liberation War of 1971.

Formation of charges is being heard against Sayedee.

Oli received the title of Bir Bikram for his bravery in the Liberation War. He fought in the sector one.

Oli, a retired army man-turned politician who helped launch the centre-right BNP in 1978, deserted the party during its previous term in office to form LDP.

He expressed his intention to tie up a deal with the main opposition on July 5. His party also extended support to BNP's anti-government movements.

Investigators to seek Ghulam Azam's arrest

Dhaka, Oct 31 — War crimes investigators have recommended arresting former Jamaat-e-Islami chief Ghulam Azam and four top leaders in the final reports.

Chief coordinator of the International Crimes Tribunal investigation unit, Abdul Hannan Khan said since the alleged crimes were committed 40 years, the investigators had collected all kinds of documents available from those times, besides witness testimonies.

"There are 40 witnesses in the 360-page report on Ghulam Azam and over 400 documents."

Speaking to journalists at the office of the investigation agency on Monday, he said the four Jamaat-e-Islami leaders are its chief Matiur Rahman Nizami, secretary general Ali Ahsan Mohammad Mojaheed, assistant secretaries general Mohammad Kamaruzzaman and Abdul Kadar Mollah.

Hannan Khan said he did not want to be questioned by the nation. "They are looking towards us. So we did not ask for more time."

The prosecution is expected to submit the investigation reports to the tribunal and ask for time to prepare formal charges.

He said the investigators had recommended necessary measures to arrest Ghulam Azam.

Hannan said there were separate investigation reports on each of the four Jamaat leaders who were charged with murder, rape, arson and plunder.

There were 40 witnesses in a 411-page report on Nizami, 45 witnesses in a 366-page report on Mojaheed, 37 testified in the 327-page report on Kamaruzzaman and another 25 in a 385-page report on Kadar Mollah.

Hannan drew an analogy from what a chief prosecutor of the Nuremberg Trials had said. Robert H Jackson, a Supreme Court judge of the United States, had apparently told the judges that it was not that Nazi enemies were being brought in to testify against them. The statements from their friends were good enough.

He said the situation is quite similar here too. The Jamaat mouthpiece, the daily Sangram, is good enough to testify against them. Hannan also said that their writings would also testify against the Jamaat leaders.

Regarding Ghulam Azam, the investigation coordinator said he is the top leader and he had damaged the country in two ways. Firstly by leading the infamous, 'Peace Committees' and secondly by collaborating with the Pakistani Army.

According to Hannan, the agency had completed investigations against seven out of a list of 16. "But the investigation will go on during the trial too."

Investigator Matiur Rahman said there was convincing evidence against Ghulam Azam illustrating his guilt. "He led the Peace Committee and was also the chief of Jamaat-e-Islami in [1971]. He gave all the orders."

Investigation against the four Jamaat leaders began on Jul 21, 2010. They were shown arrested on Aug 2.

Hasina happy with Ivy's win


Dhaka, Oct 31 — The prime minister has expressed her pleasure over Selina Hayat Ivy becoming the first lady mayor in the country.

Sheikh Hasina spoke about her delight that Ivy had been elected Narayanganj mayor at Monday's cabinet meeting, several cabinet members seeking anonymity told bdnews24.com.

She said she had met Perth mayor Lisa Scaffidi during her visit to Australian city for the Commonwealth summit.

She had told her Bangladesh was hoping to get its first lady mayor.

The prime minister returned from Australia on Sunday night.

Awami League general secretary Syed Ashraful Islam said on Sunday he had warmly congratulated the new mayor-elect Ivy.

He said Shamim Osman, who was announced Awami League's favourite before the polls, had not been backed through any formal decision.

Awami League's renegade candidate Ivy polled 180,048 votes, 66 percent of the total votes cast at 163 centres in the city corporation area.

UNESCO gives full membership to Palestine


Paris, Oct 31 - The United Nations' cultural agency decided on Monday to give the Palestinians full membership of the body, a vote that will boost their bid for recognition as a state at the United Nations.

UNESCO is the first UN agency the Palestinians have sought to join as a full member since president Mahmoud Abbas applied for full membership of the United Nations on September 23.

The United States, Canada and Germany voted against Palestinian membership. Brazil, Russia, China, India, South Africa and France voted in favour. Britain abstained.

Before the vote, the US said it would stop its funding to Unesco if the Palestinians' bid was accepted.

The UN Security Council will vote in November on whether Palestine should become a full UN member state, a BBC report said.

Membership of Unesco - perhaps best known for its World Heritage Sites - may seem a strange step towards statehood, but Palestinian leaders see it as part of a broader push to get international recognition and put pressure on Israel.

Will work with Shamim, Taimur: Ivy


Dhaka, Oct 31 —Selina Hayat Ivy, the first Narayanganj City Corporation mayor, has vowed to deliver on her campaign pledges keeping people above party and taking her election rivals Shamim Osman and Taimur Alam Khandaker onboard.

In an interview with bdnews24.com after Sunday's landslide victory, Ivy said she would 'prioritise' developing roads, drainage and communication systems in the Corporation of 4,04,189 voters.

"Like in the past I will serve people irrespective of political affiliation or opinions. There will be no exception."

"I will try to implement the promises I made to people before the election taking brother Shamim and uncle Taimur into confidence."

Daughter of Narayanganj's first municipality chairman Ali Ahmed Chunka, Ivy beat her nearest rival Awami League-backed candidate Shamim Osman by a margin of 101,343 votes. BNP-backed Taimur withdrew just even hours to the vote on party orders citing that fact that army was not deployed in Narayanganj as scheculed.

"I'll work (to develop the city) following in the footsteps of my father's successors," a simple but confident Ivy said on Monday.

Ivy, vice-president of Awami League's Narayanganj City unit, refused to pull out from the election race when the party announced its tacit backing for Shamim.

"People never make mistakes," she said commenting on her landslide victory. "The election results proved it. Millions have voted without fear."

Her father won the election 37 years back without party support.

"I want to work taking (alongside) my brother Shamim and uncle Taimur," Ivy, who earlier served as a municipality mayor, said.

A doctor by training Ivy immigrated to New Zealand along with her computer programmer husband in 1995. But she returned home during the regime of BNP-led four-party alliance and took part in the municipality election and defeated the then government-backed candidate by a huge margin.

"I will deliver on my promises," Ivy said as critics remain skeptical whether Ivy can make a modern Narayanganj, nearly 20 kilometers away from the capital.

She once again vowed: "I am determined to remain above partisan politics to serve people."

While listing her priorities, she believes there are some big challenges to implement.

"But I will work on one each at a time in consultation with the chief engineer and other staff (of the corporation)."

She considers 'fair' election without army 'positive'. To everyone's surprise, her archrival Shamim has greeted her at a press conference on Monday saying the election was 'fair'.

DSE prices slipping


Dhaka, Oct 31—Trading at the country's premier bourse on the week's second day is seeing falling prices amidst fluctuations with the general index shedding 67 points with only 15 minutes of the day's trade left.

The Dhaka Stock Exchange general index stood at 5009.68 losing 1.33 percent at 2.45pm on Monday. Shares worth Tk 2.49 billion have changed hands with prices of 37 issues rising, 203 declining and six remaining unchanged.

Traffic at Motijheel came to a halt again after retail investors staged a street demonstration protesting the steep fall in share prices on Sunday. The benchmark index lost 231.65 points or 4.36 percent to stand at 5077.12 points.

Last week, the index shed 237 points to stand at 5308.79 points at close on Thursday.

Investors' forum threatens public rally


Dhaka, Oct 31 — Bangladesh Capital Market Investors Unity Council has demanded making bank investment compulsory in a bid to stabilise the stock market.

On Monday, they also threatened to organise a public rally on Dec 7 if the move was not taken and their other demands not met within Dec 6.

The retail investors, angry over the continuing slump in the market, briefed journalists at an office in Motijheel on Monday.

In the one-hour briefing, the investors demanded steps from the government forcing the banks to invest up to their limits.

They also demanded that the bank's declaration to invest in the market be implemented from Tuesday.

They also urged the government to force merchant banks, financial organisations and insurance companies to maximise their investment to the limit allowed under the conditions in place.

The small investors also called for making compulsory investment of 80 percent of Mutual Funds in the market.

Ivy becomes first woman mayor in Bangladesh


Narayanganj, Oct 31 — Selina Hayat Ivy has become the first mayor of Narayanganj.

She beat her nearest rival Awami League-backed candidate Shamim Osman by a margin of 101,343 votes, returning officer Biswas Lutfar Rahman announced at 12.50am Monday.

Awami League's renegade candidate Ivy polled 180,048 votes, 66 percent of the total votes cast at 163 centres in the city corporation area.

Ivy's main rival, ruling Awami League-backed Shamim Osman, bagged 78,705 or 29 percent of the total votes, while the other heavyweight candidate, BNP-backed Taimur Alam Khandaker, who boycotted the election hours before the polling, got 4,304.

The Narayanganj City Corporation has a total vote of just over 400,000.

Ivy claimed victory when only results of 20 centres had come in, saying it was a people's victory.

Her opponent Shamim has remained indoors since evening and was unavailable for his comments.


The other mayor candidates were Islami Andolan leader Nannu Munshi with 'bullock cart' symbol and independent candidates Sharif Mohammad with 'duck' and Atikul Islam Jibon with 'lock' symbol.

Shamim's electoral symbol was 'wall clock', while Ivy competed with 'pen and inkpot'.

BNP-backed mayor aspirant Taimur with 'pineapple' symbol announced his withdrawal from the polls just seven hours before the ballot was underway following party orders.

Election commissioner Sohul Hossain dismissed the boycott call, saying there was no chance of withdrawing candidacy 'at this stage', and that the commission would treat Taimur as a candidate.

Returning officer Biswas Lutfar Rahman announced the results from the EC control room at the city's Shahid Zia Hall.

The vote count result was also being published at Selina Hayat Ivy's fan page on the social networking site Facebook.

Representatives of the mayoral aspirants were at the control room while mayor candidate Atikur Rahman Nannu Munshi was there in person. Naranyanganj Bus Owners' Association president Muktar Hossain was there on behalf of Shamim Osman while district Awami League unit president Anwar Hossain was Ivy's representative there.

The balloting of the newly-formed city corporation ended peacefully.

A total of 250 candidates were fighting for the posts of general councillors and 56 for reserved wards for women.

One presiding officer was assigned for every centre. A total of 1,217 assistant presiding officers and 1,434 polling officers were appointed.

EC secretariat joint secretary Biswas Lutfar had nine others to assist him.

The EC has introduced the Electronic Voting Machines for the second time in this election in nine wards — 7, 8, 9, 16, 17, 18, 22, 23 and 24. The total number of voters in these wards is 148,629.

Over a hundred-thousand voters cast their votes using EVMs at 58 polling centres in nine wards.

The EC monitored 20 polling centres from its secretariat in Dhaka on CCTVs. There was also a monitoring panel at Shahid Zia Hall in the city. The CCTV feeds were recorded to identify miscreants, if any.

Lutfar said more than 8,000 lawmen were assigned to maintain law and order at Narayanganj on the voting day. Of them, 4,000 were members of police and Armed Police Battalion, 2,500 of Ansar and VDP, 100 of the Coast Guard and 1,000 were members of Rapid Action Battalion.

EC approved 18 local observing institutions and eight international agencies to observe the ballot.

More than 800 journalists and media workers took out press credentials from the EC. Among them more than 300 were television technicians.

Doctors to decide on Humayun Ahmed soon


Dhaka, Oct 31 — Doctors have said that they will decide on the next course of action after the fifth, or perhaps the sixth chemo on Humayun Ahmed.

Diagnosed with colon cancer, the eminent writer's doctors in New York had previously said that they would be able to decide on the next course of treatment after the fourth chemotherapy session, scheduled for Nov 8. But it now appears that there won't be a decision till late November.

Currently undergoing treatment at New York's Memorial Sloan-Kettering Cancer Centre, Humayun Ahmed has been responding positively to his chemo sessions and reportedly feels quite well. "But he would rather have the thorough screening after his fourth chemo," said his publisher Mazharul Islam who has been living with Humayun in a three-bedroom apartment in Jamaica, New York.

The Anyaprokash chief executive, who has been attending to the writer since he arrived there on Sep 13, told bdnews24.com on Monday that Humayun's writing had also picked up.

"I received even another write-up this morning," said Mazhar who arrived in Dhaka two days ago and is set to fly off to New York around mid-November. "I will be here till after the book fair, marking Humayun's birthday on Nov 13, and will perhaps leave after that."

Mazhar said that Humayun had also developed two plays for two television stations — one for Channel i and the other for ATN Bangla.

Humayun Ahmed's white blood cells had taken a dip, which, according to Mazhar, was apparently a side effect of chemo treatment. Ahmed had been given an injection to lift up the lymphocyte count. "He had been in a bit of a pain till yesterday because of that. But not anymore. He is doing quite well now."

The contemporary writer has already begun writing about his experiences in New York for newspapers, which Mazharul Islam said would be published as a collection in future under the title — "New York-er Neel Akashe Jhokjhoke Rodh"— which translates 'Bright sun under New York's blue sky.' The next instalment, 'No free lunch' is forthcoming in a couple of days, where the writer presumably dwells upon his brush with the typically American saying.

Mazhar estimated off the top of his head that Humayun Ahmed's treatment with the six chemo sessions has cost about $100,000 together with the doctor's fees and other charges.
